Initial estimates put the number of people affected at ten million. CARE employee Celso Dulce reports from Manila: \u201cThousands of people have been evacuated. Many houses in the coastal areas of Leyte and Samar have been flooded. Roads are blocked by fallen trees, countless people are fleeing.\u201d<\/p>\n<p>Aktion Deutschland Hilft is an association of German aid organizations that work together to provide fast and effective help in the event of major disasters and emergencies abroad.
